Snow Removal That Never Happened
A VA contract officer approved invoices for snow removal that was unnecessary or never performed, took bribes through a bookkeeper — and the bookkeeper tipped off the target when the FBI came. All four pleaded guilty.
Between 2015 and 2017, Garner had his bookkeeper deliver over $29,000 in bribes to Vaughan, the VA official overseeing his contracts — including a $700,000 SDVOSB snow-removal contract in Anchorage.
Vaughan approved invoices for work that was unnecessary or never performed and steered dozens of purchase-card jobs to Garner. Separately, Johnson let Garner run SDVOSB contracts through ADALECO’s name for a percentage kickback worth $54,302.
When the FBI and VA OIG investigated, Moore — nominally cooperating — tipped Garner off about the FBI’s plans. All four pleaded guilty; restitution of $347,000 was ordered against Garner and Vaughan.
