The Fiduciary’s Pledge, Broken for Two Years
He pledged to spend a disabled veteran’s benefits on the veteran’s care, comfort and desires. Instead he stole them for over two years — a federal sentence stacked on top of his state one.
Brewer agreed to serve as a fiduciary under the VA’s fiduciary program for a beneficiary unable to manage his own benefits — pledging to use the funds for the veteran’s care, support, health, welfare, comfort and desires.
Instead, between October 7, 2020 and January 9, 2023, he misused and stole the VA funds provided for the beneficiary.
He pleaded guilty to theft of government property. The VA OIG’s Criminal Investigations Division investigated the case.
