The Shell Company That Fixed Nothing
A VA supervisory engineer invented HVAC jobs, billed his own hospital through a shell company fronted by his girlfriend, and pocketed over $500K. The jobs did not exist. 64 months.
Hassan, a trusted supervisory engineer responsible for mechanical and large HVAC systems at the Philadelphia VA Medical Center, secretly created "HT Mechanical" with his then-paramour — a social worker with no HVAC knowledge.
From about 2013 through October 2017 he invented work, drafted false invoices on HT Mechanical letterhead, and pushed them through the VA purchase-card program. After the VA paid, his paramour returned the money to him by check or in envelopes of cash.
A federal jury convicted him of 22 counts of wire fraud. His paramour pleaded guilty in the related case and was sentenced in January 2025.
