Why This Petition Matters

Citizen journalists have documented billions of dollars in alleged daycare subsidy fraud across Minnesota. Facilities claiming to serve hundreds of children are operating out of empty storefronts. Taxpayer dollars are disappearing into shell companies with no children present. Multiple investigations by Nick Shirley and others have caught fraudulent operators on camera.

Despite the overwhelming evidence, no comprehensive federal audit has been conducted.

What We Are Demanding

We, the undersigned citizens of the United States, demand that the U.S. Department of Health and Human Services immediately initiate a full federal audit of Minnesota’s childcare subsidy programs, specifically:

Scope of the Audit

A complete financial review of all childcare subsidy payments made through Minnesota’s Child Care Assistance Program from 2019 to present, with particular focus on facilities flagged by citizen journalists, DOGE investigators, and whistleblowers.

Criminal Referrals

Any facilities found to be operating fraudulently should be immediately referred to the DOJ for criminal prosecution.

Public Reporting

Full public disclosure of audit findings within 90 days of completion, including total taxpayer dollars lost and the number of fraudulent facilities identified.

State Oversight Reform

Recommendations for systemic reforms to prevent future fraud, including mandatory in-person inspections and real-time enrollment verification.

The Evidence Is Already There

Independent citizen journalists have produced hundreds of hours of on-the-ground investigation documenting this fraud. Congressional hearings have been held. Whistleblowers have come forward. The evidence is not in question — what is missing is action.
